Recycling certificates: what they should include and why to ask for one

What a recycling certificate is in Mexico, why your plant needs one, which fields make it audit-ready, and the red flags that suggest a certificate can't be trusted.

Key takeaway: A recycling certificate is the document in which the company receiving your materials confirms what it received, how much it weighed and what it did with it. Mexican federal law doesn't set a standard format, so its value depends on its content and on whether you can trace it to a specific weighing and pickup. Ask for one to support your management plan, audits and ESG reporting.

Corporate headquarters, customers and auditors increasingly want proof that the materials a plant sends for recycling are actually recycled. A recycling certificate is the most common answer, but not all certificates are equal. A logo and a round number prove very little. Folio numbers, weights and dates that match your records prove a lot.

For foreign-owned plants in Mexico, this matters even more. Global ESG reports, landfill-diversion targets and customer audits often rely on data generated by local recyclers you have never visited. This guide explains what a certificate is, what it's for, what it should include and how to spot a weak one.

What a recycling certificate is, and what it isn't

It is a document issued by the recycler, collection center or processor confirming that it received specific materials from your company and stating where they went. It works as private evidence within your traceability chain.

Be clear about what it is not:

  • Not a permit or government certification. It doesn't prove your company complies with the law; it documents a destination.
  • Not a substitute for the hazardous waste manifest, which is mandatory and has its own procedure.
  • Not the invoice. The CFDI, Mexico's electronic tax invoice, records the commercial transaction when you sell material. The certificate records what happened to it.
  • Not a certificate of destruction, which is used for confidential documents or products that must not return to the market.

Some states or programs may require their own forms. Check whether that applies to you.

Why your plant needs one

  • Management plan (plan de manejo): shows that your special handling waste was recovered and supports your recovery targets.
  • Audits: environmental, certification or customer audits. Auditors want evidence of destination, not just of shipment.
  • ESG and sustainability reporting: recycling and landfill-diversion rates need verifiable data. See ESG reporting and recycling.
  • Supplier evaluations: more and more customers ask suppliers to document the fate of their waste as part of supply-chain programs.
  • Brand protection: together with destruction, shows that rejected or off-spec product didn't re-enter the market.
  • Closing the loop on traceability: links pickup, weight and invoice in one file.

What a reliable certificate should include

  1. Issuer details: legal name, tax ID (RFC) and address of the facility that received or processed the material.
  2. Applicable environmental authorizations or registrations, with numbers, for example where your state requires authorization to handle special handling waste.
  3. Your company's details and the site the material came from.
  4. A unique folio number and issue date.
  5. Pickup and receipt dates.
  6. Material description: corrugated cardboard, PET, aluminum profile, ferrous scrap or archive paper, not just "recyclables".
  7. Net weight per material, referencing the scale ticket. Weights from certified scales are far easier to defend.
  8. Cross-references: delivery note, service order, CFDI and, where applicable, manifest.
  9. Process or destination: recycling, reprocessing, co-processing or, for any fraction that couldn't be recovered, disposal.
  10. Name, title and signature of the person responsible.

Weak vs. strong certificates

Element Weak certificate Strong certificate
Quantity Single total with no breakdown Net weight per material, tied to each scale ticket
Period "Material for the year" Date of every pickup
Material "Recyclable waste" Material type and condition
Destination "It was recycled" Process applied and, where relevant, next destination
Issuer Logo with no details Legal name, RFC, address, signature and applicable authorizations

Use this table as a checklist when onboarding a new recycler: ask for a sample certificate before the first pickup, not after the first audit. And if your company publicly claims zero waste to landfill for a site, these certificates are often the evidence behind that claim.

Who should issue it

Material can pass through several hands: a collector who receives and sorts it, a processor who bales, shreds or pelletizes it, and a manufacturer who melts it or uses it as raw material. Ideally, the certificate comes from whoever processes the material or can document that path.

If your provider is a broker, ask it to state what type of facility received the material and which document supports that. You don't need every link named, but someone in the chain must be able to prove it if an auditor asks. A provider that weighs, processes and sells material at its own facilities makes this easier, because the evidence is generated in one place under one folio system.

Red flags

  • Round weights that don't match your scale tickets or invoices.
  • Certificates that arrive months later with no folio linking them to a pickup.
  • A broker that doesn't process the material and can't say where it went.
  • A provider unable to show the authorizations your state requires.
  • "Recycling" certificates for hazardous waste issued by companies without SEMARNAT authorization.

How to require it and file it

Build it into the contract or purchase order. Specify the required fields, whether certificates are per pickup or monthly, and the delivery deadline. Then:

  • Ask for non-recyclable fractions, such as rejects or contaminants, to be reported separately so your recycling rate isn't overstated.
  • Reconcile scale tickets, certificates and invoices every month.
  • File each certificate under the same reference as the rest of the shipment's paperwork, as described in waste manifests and traceability.
  • For paper with sensitive information, also request proof of confidential destruction.
  • If you change providers, request the certificate history for the previous period.

Important note: evidence requirements vary by state, by your management plan and by what your corporate team or auditor expects. Confirm with the competent environmental authority or a local environmental consultant which documents you should keep.

Frequently asked questions

Is a recycling certificate an official government document in Mexico?

Not as a single federal format. It is issued by the company that receives and processes the material, as evidence of what it received and where the material went. Some state authorities or programs may require specific forms, so check locally.

How often should we request certificates?

It depends on your volume and how you use the data. Many plants request one per pickup or a monthly consolidated certificate that ties each load to its scale ticket. What matters is that every kilogram can be traced to a specific shipment.

Does a recycling certificate replace the hazardous waste manifest?

No. The manifest is mandatory for hazardous waste and follows its own procedure. A recycling certificate complements traceability for recyclables and special handling waste.
